Building card

Construction cards are often referred to as green cards or ID cards for the construction industry.

HSE card for the building and construction industry is the Ministry of Labour's official name for the card.

All companies that carry out work on building and construction sites are required by Norwegian law to equip their employees with a construction card.

Who must have a Byggkort?

All employees who perform work on construction sites, including:

Foreign workers employed by foreign companies on assignments at building and construction sites in Norway. This also applies to short-term assignments.
Sole proprietorships (also those that operate alone).
Hired employees. It is the hiring company (employer) that must ensure that employees are equipped with a Bygg card.
Employees who perform work in support functions such as canteen operations when they are permanently established within the site's area. Cleaners must have a cleaning card for cleaning companies instead of a Byggkort card for the building and construction industry.
People who transport goods to building and construction sites, if the work takes place regularly.

Can the employee start work before the building permit is received?

Everyone who works on building and construction sites must have a valid construction card.

It is not forbidden to work until the building permit has been received, but the employer must then be able to document that a building permit is being ordered.

Before the card is received, the employee at the construction site must be able to document which company he or she works for.

The documentation can, for example, be a confirmation that a building permit has been ordered or a labour contract.

For some types of employment, the employer can order a building card prior to the start of the employment.

If all the necessary registration requirements are met, the company must receive the building permit within one week of placing the order.

Note that a contracting authority may, through requirements in a contract, impose stricter requirements than those set out in the regulations.

For example, they may require everyone to have a construction licence before entering the building or construction site.

The Labour Inspection Authority has no authority when it comes to such contractual requirements. It is a matter between the client and the contractor.

Employer's responsibility to order a building permit

It is the employer's responsibility to ensure that everyone who performs work on construction sites has a valid construction licence.

The card shows which company you work for and must be returned to the employer when the employment relationship ends.

If the card is lost or stolen, the employer must register the card as lost and order a new card.

Company requirements

To be able to order a building card for the construction industry, the company must be registered in these registers:

Brønnøysundregistrene (i.e. the company must have an organisation number)
Value added tax register*

*) We can exceptionally register companies that are start-ups, or for other reasons have not been registered in the VAT register.

Requirements for employees

Employees must be registered in these registers in order to order a construction card for the construction industry:

The National Population Register or SFU (SFU = Central Tax Office for Foreign Affairs)
NAV Aa register (register for employees)

Foreign employees only need to register with SFU, which assigns a D-number and handles information about the employment relationship.

Important: We can't produce cards if the employee's registration is missing. Even if registration has been sent, it may not be finalised. Orders placed without the registration being ready cause delays and extra work.
